Land Operations Manager

The Land Ops Manager will be responsible for leading and implementing the permitting strategy for Fervo’s geothermal development projects throughout the Western US.

Position Description

The Land Operations Manager will be responsible for leading and implementing the permitting strategy for Fervo Energy’s geothermal development projects throughout the Western US. In addition, this position will be responsible for permitting management duties including leading environmental permitting (e.g., compliance reporting related to CWA, ESA, HPA, and NEPA) as well as access, site preparation, well field, and construction permitting across all phases of the project development cycle, including exploration, development drilling, access road construction, transmission construction, and power facilities construction.

This position will oversee permit drafting, permit applications, and regulatory compliance related to geothermal well drilling, water well drilling, underground injection control, air quality impacts, electric transmission lines, and other environmental and permitting requirements for Fervo’s projects. This position will also support key land asset management activities, including mineral lease acquisition, right of way acquisition, water right acquisition, and title due diligence.

The successful candidate will have experience developing energy projects in the Western US on federal, state, and private lands, preferably with exposure to both subsurface exploration and production as well as power projects. Strong communication and project management skills are required, as this position will be expected to present permitting and leasing initiatives to Fervo leadership. The Land Operations Manager will report directly to the Director of Land.

Responsibilities

  • Develop permitting strategy for Fervo’s phased development projects across exploration activities, development drilling, interconnection and transmission, and power facilities construction.
  • Work with cross-functional teams across Fervo’s Development, Drilling & Completions, Resource, and Land organizations to plan and optimize permitting activities.
  • Manage environmental assessment projects. Lead and facilitate meetings between all parties involved in environmental assessment projects, including environmental consulting agencies, regulatory agencies, and independent contractors (archeologists, ecologists, biologists, etc.).
  • Manage, create, maintain, and disseminate land operations and permitting records across Fervo departments.
  • Manage time-sensitive permitting obligations, notices, and submissions across Fervo departments.
  • Manage permitting tasks and timelines in Fervo’s task management and scheduling software.
  • Assist in the management of Fervo’s Land Department’s key areas of responsibility including asset acquisitions, asset/title due diligence, ecological and environmental due diligence, GIS, and most importantly, the associated agency permitting submissions for all Fervo operations.
  • Develop Fervo’s inter-departmental permitting standards with input from all departments.
  • Maintain permitting forecasts, timelines, progress tracking and associated written reports with visual maps/ charts.
  • Provide recommendations and help develop a process for land and permitting data sharing across Fervo departments.
  • Support stakeholder engagement and community outreach activities.

Required Qualifications

  • Bachelor’s degree in Natural Resource Management, Geographic Information Systems (GIS), Land Administration, Finance, Energy Commerce/Business, Environmental Studies or Sustainability, Archaeology, Geology or similar field in energy, land or resource management, or related subject matter.
  • 7+ years combined experience in land use and development in the energy sector, participating in and managing land and permitting processes and operations for energy projects.
  • 5+ years developing or assessing permitting activities for large energy projects, with experience permitting oil & gas or geothermal projects (both subsurface and surface components) is required, experience in power or renewable energy development a plus.
  • Familiarity with BLM NEPA requirements and State Sovereign or Trust Lands energy development processes.
  • Direct experience working with local, state, and federal regulators in jurisdictions where Fervo operates, such as Nevada’s NDOM, DWR, NDEP, and Utah’s DNR-DWR, DOGM, SHPO, the US BLM, FERC, USACE, USFWS, USFS, the BIA, the First Nations, tribal representatives/ leaders and various county commission and local municipality offices such as planning/ building and environmental/water departments.
  • Working knowledge of federal regulations such as CWA, NHPA, ESA, CAA, NEPA and the correlated state regulations governing environmental resources.
  • Demonstrated ability at identifying creative paths forward with permitting and development of surface, subsurface, and energy resources.
  • Passion for land, renewable energy, and environmental sustainability.
  • Self-starter mindset with the ability to multi-task and manage large complex projects and milestones within schedules.

Preferred Qualifications

  • 2+ years in-house experience coordinating various permitting regulators with rig schedules and project timelines.
  • Familiarity with drilling JOAs and Unit Agreements and royalty calculations.
  • Familiarity with FERC and State utility commission requirements is a plus.
  • Knowledge of environmental and ecological terms and regulations such as ESA, NEPA/NAAQS.
  • Experience working in the energy sector, in-house exploration and production experience with an understanding of traditional oil & gas best industry practices is beneficial.
  • AAPL RPL or CPL and in good standing.
  • Experience using ESRI GIS suite of software (ArcMap, ArcGIS Pro, ArcOnline, etc.)

Location

Fervo has offices in Houston, Golden, Reno, and Oakland, and some members of the Land team sit in Salt Lake City. This position will regularly require an in-person presence in Nevada and Utah, which may require travel.
